
JONI BIGGART
EXECUTIVE ASSISTANT
Joni has more than 37 years of experience in the insurance industry and handles a wide variety of tasks for the ICAP Team.
She grew up in Grand Junction and obtained her Associates Degree as an Administrative Secretary.
Joni met her husband, Chuck, in Ames after an Iowa vs Iowa State football game. They have two children, Justin and Mackenzie, who have blessed Joni with two grandchildren each.
You can always ask Joni about her grandchildren, she is more than happy to talk about them!

MICHAEL BERGAN
AT-LARGE REPRESENTATIVE
Michael was appointed to the ICAP Board of Directors in 2012. He currently serves as a state representative for House District 55 in the Iowa legislature and represents HAWC Partnerships for Children, for which he served as the Executive Director from 2005-2017.
Prior to his roll with HAWC, Michael served on a number of local boards and commissions including the Winneshiek County Board of Supervisors (1997-2004), the Iowa Early ACCESS Council, the Iowa Empowerment Board, and the Mental Health Developmental Disabilities Commission, among others.
Michael received his Bachelor of Arts Degree in Accounting and Economics from Luther College. He currently resides in Decorah. He and his wife, Carol, have two daughters.

COLETTE KLIER, CISA, CPFA, A+
SENIOR MANAGER - IT RISK CONTROL
Colette has 24 years of experience in the information technology field.
With an educational background in computer network administration, criminal justice and business administration, Colette has a broad understanding of information security and is experienced working to enforce and enhance security measures for both public and private industries including government, human services, IT consulting, marketing, banking, insurance, pension, energy, venture capital, and manufacturing. She’s also a Phi Theta Kappa Honor Society Member.
Colette is a Certified Information Systems Auditor (CISA) with ISACA, Certified Professional Forensics Analyst (CPFA) with Network Intelligence, and A+ certified (A+) with CompTIA for 24 years.
She resides in Pleasant Hill with her husband, James. Colette enjoys traveling, camping, gardening, bicycling, horseback riding, and spending time with her family.

JANIS HOCHREITER
SENIOR RISK CONTROL SPECIALIST
Janis joined the ICAP team as a Loss Control Specialist in May 2014 and has 25 years of experience in the safety and risk control field.
Janis is originally from West Des Moines, Iowa, and graduated from the University of Central Missouri, where she received her Bachelors in Industrial Safety (with a minor in fire science).
Janis and her husband, Dale, have three large dogs that, together, weigh more than 400 pounds. An animal lover, she also has one cat and a fish.
Janis enjoys working in her yard, planting flowers and vintage cars.

TODD CHRISTIANSON
SENIOR RISK CONTROL SPECIALIST III
Todd has 22 total years of experience in the field of safety and risk management.
He has 8 years’ experience providing public entity liability and property risk control services for Iowa Community Assurance Pool (ICAP), and now leads a team of 4 risk control specialists as ICAP’s Risk Services Manager. Prior to joining ICAP in 2014, he spent a total of thirteen years with Silgan Containers developing, implementing, and coordinating all aspects of Health and Safety Management Programs for 30 manufacturing facilities across the United States.
Todd served 3 years in the United Sates Army, holds a bachelor’s degree in Occupational Safety from the University of Wisconsin Whitewater, and has obtained American Society of Safety Professional’s certificates in safety management.
He is married and has 3 children. When not spending time with his family, he likes to hunt and play guitar.

ALEC MOORE
UNDERWRITER
Alec started in the role as Underwriting Assistant in November 2017, bringing with him two years of experience in the industry. He became an CAP Underwriter in 2019.
Previously, Alec worked as an Underwriter for Mercer, during which time he obtained his insurance license. He also has his Bachelor's of Science Degree in Business Administration, which he achieved from Milligan College in Tennessee.
Alec lives in Urbandale with his fiancée and their two cats. He keeps busy with house projects, tinkering with electronics, and spending time with friends and family.

TIM BUTLER
SENIOR UNDERWRITER
Tim Butler, Senior Underwriter, has been an Icap representative since the autumn of 2000.
He holds the Chartered Property Casualty Underwriter (CPCU), Associate in Underwriting (AU), and Associate in Personal Insurance (API) designations.
Tim is a CPCU in good standing.

JACK SEWARD
Jack Seward, Jr. was elected on behalf of Washington County, for which he serves as Chairman of the Washington County Board of Supervisors.
He also as the Vice Chair of the Southeast Iowa Link (SEIL) Governing Board (also an ICAP member), and participates in number of region-related legislative priority meetings and workgroups to ensure system sustainability and efficacy.
Seward began his public service career in the 1970’s, when he served honorably in the United States Army during the Vietnam Era.
Post-military discharge in 1977 until his retirement in 2007, Seward served as a Washington County deputy sheriff (patrol sergeant
&
investigator) and a Special Agent in the General Criminal (Major Crimes) unit of the Iowa Division of Criminal Investigation. He was a Criminal Investigator from 1992-94 for the Colorado Department of Revenue in the Division of Gaming, and further served as a volunteer fireman and Emergency Medical Technician.
Seward and his wife (a high school teacher) live on a rural acreage near West Chester, Iowa and enjoy visits from their 13 grandchildren, outdoor activities, regional travel, and their church.

MEGAN HIRST
COMMUNICATIONS DIRECTOR
Megan joined the ICAP team in 2009. She held a number of positions within the Pool’s local administrative arm before currently manages ICAP’s communications and events.
A Bellevue native, Megan attended the University of Iowa for her undergraduate degrees. Years later, while working as an ICAP team member, Megan obtained her MBA in Marketing
&
Executive Management from Drake University.
She regularly uses the skills obtained through Drake’s management program to manage her four wild children and naughty dog, all of whom she shares with her Iowa-loving, English husband, Mark.
Megan is passionate about travel and has a goal of visiting at least two new countries each year with her family. In addition, she enjoys trying new foods, being active with her family, practicing yoga, reading and coffee.

JESSICA KINSER
CITY REPRESENTATIVE
Jessica has extensive experience working in municipal management. she serves as the interim finance director for the city of ottumwa.
previously, jessica served as the City Administrator for the City of Marshalltown, a position she held from 2016 through early-2023. Prior to her role with Marshalltown, she was employed with the City of Clinton.
jessica previously served on icap’s member advisory committee and has roughly 11 years of experience managing ICAP policies and claims. Having managed two disaster claims with ICAP (a tornado in 2018 and the derecho in 2020), Jessica has an understanding of the pool structure, claims-handling procedures and follow-up resources that are available to members.

BILL PETERSON
EX-OFFICIO BOARD MEMBER
Bill has served as an ex officio member of the ICAP Board of Directors since 2001, when the Iowa State Association of Counties (ISAC) endorsed the Pool.
He has held a variety of positions within ISAC, dating back to 1979, when his primary role was to manage the Association’s health insurance program and assist counties with personnel issues. Bill’s job duties have since changed multiple times, most recently in 1995, when he moved into his role as ISAC’s Executive Director, a position he still holds.
Bill served in the United States Air Force from 1969 to 1973.
He received his Bachelor of Arts Degree in History from the University of Northern Iowa, and his Masters Degree in Public Affairs from the University of Iowa.
Bill was born in Estherville and resides in West Des Moines with his wife.

LARRY BURGER
AT-LARGE REPRESENTATIVE
Larry represents the Combined Lake Delhi Recreational Facility and Water Quality District, for which he serves. He was elected to the ICAP Board of Directors for the term beginning January 1, 2008.
Since 1993, Larry has been a Vice President at Speer Financial, a Registered Independent Municipal Advisor that serves Iowa cities, counties, schools and community colleges by assisting in financial advice and issuance of debt.
He first began serving the Combined Lake Delhi Recreational Facility and Water Quality District (previously the Lake Delhi Recreational Association) in the 1980s, and previously worked on behalf of both Black Hawk County and the City of Waterloo.
Larry lives on Lake Delhi with his wife, Deb, whom he met in the same general area in 1969.

TOM ROTH
CITY REPRESENTATIVE
Tom was elected to the ICAP Board of Directors in 1990, when he was employed as the City Administrator for the City of Bellevue.
After serving as the City Administrator for the City of Bellevue, Tom assumed the position of Vice President/Compliance Officer for the Bellevue State Bank, where he obtained his Iowa Insurance License and became the only current Board member to hold the designation. Tom returned to municipal management In 2007, when he assumed the role of City Administrator for the City of Camanche, a role he held until his retirement.
Tom is a lifelong Iowan who resides in Bellevue with his wife, Lisa.
They are the proud parents of three adult daughters.
In his free time, Tom enjoys performing comedy hypnosis shows.

KASI KOEHLER
PROGRAM DIRECTOR
Since joining the ICAP team in 1991, Kasi has filled a number of positions within the organization.
During her early years with the company, she served as the Administrative Assistant; she later moved to filled roles as a Claims Adjuster, Loss Control Coordinator, and Underwriting Assistant.
After switching gears and moving to the Pool's Marketing Department, Kasi went on to assume the role of Marketing Manager, a position she continues to hold today.
In her current role, Kasi frequently interacts with both members and agents alike; she is often "in the field," which means she is familiar with the risks and exposures faced by Iowa public entities.
To help better evaluate and respond to those risks, Kasi obtained her personal and commercial lines insurance license in 2000.
She has maintained that designation, and continues to put it to good use today.
In addition, Kasi has achieved both her Bachelors Degree in Business Administration and her Masters of Business Administration from Upper Iowa University.
Kasi resides in the metro area with her husband, Brian, and their three sons.

TONIA HARTMAN
STAFF ACCOUNTANT
Tonia joined the ICAP team in 2017, bringing with her several years of experience in the accounting field. She received her Associates Degree in Science at Des Moines Area Community College.
Tonia resides in Ankeny. She enjoys long walks, spending time with her daughters and friends, practicing yoga, and being at the lake.

DAN CRUSE
DIRECTOR OF RISK CONTROL
Dan Cruse joined Public Entity Risk Services of Iowa as the Loss Control Manager in September 2012.
He has more than 30 years of experience in the safety field, more than 20 of which were in the insurance industry.
Dan graduated from the University of Wisconsin-Platteville, where he obtained his Bachelor of Science degrees in both Occupational Safety and Psychology.
He is a Certified Safety Professional (CSP) and has obtained his Associate in Loss Control Management (ALCM) from the Insurance Institute of America.
In their free time, Dan and his wife, Pam, enjoy spending time with their three adult sons and two grandchildren.
In addition, they enjoy traveling, riding bikes and spending time with one another.

LEAH RIECK
ADMINISTRATIVE
ASSISTANT
Leah joined the ICAP team in May 2017,
straight from University of Northern Iowa,
where she received her Bachelors' Degree in graphic arts.
In her role as Administrative Assistant, Leah works with ICAP team members, agents and member representatives alike, and is responsible for a wide variety of tasks within the office.
In her free time, Leah enjoys pursuing different types of art. She loves spending time with her nieces and nephews and looks forward to the day when she has a puppy of her own!

VALINDA BILBREY
FINANCE OFFICER
Val joined the company as Administrative Coordinator in October 1987.
She transitioned to the role of Senior Underwriter in September 2001, when she assumed responsibilities of office management, finance and human resources.
In January 2004, Val became the President of Bilbrey Insurance Services and, on January 1, 2013, assumed the role as Chief Financial Officer (CFO).
Val holds a Bachelors of Science Degree from Western Michigan University.
She and her husband, Ken, were inducted into the Iowa League of Cities Hall of Fame in September 2009.
The pair were also named 1999 Johnston Business Persons of the Year.

LEE SHARP
IT RISK CONTROL SPECIALIST
Lee has more than 30 years of experience working in the public sector of IT. He joined the ICAP team in November 2020.
Lee was previously employed by Allied/Nationwide Insurance as an IT Application Specialist that specialized in Robotics Programming Automation (RPA). Lee also held positions in Engineering Senior Analyst, Network Engineer and more.
Lee’s educational background in Computer Electronics stems from the US Army. He holds certifications as a database specialist, Genesys Framework Automation, and Java Application Developer.

ALAN KEMP
EX-OFFICIO BOARD MEMBER
Alan began serving as an ex officio member, representing the Iowa League of Cities (the League), in January 2008, after he was named Executive Director of the League.
Prior to joining the League in 1999, Alan served as the City Administrator for the City of Mitchellville, and as the Administrative Assistant for the City of Windsor Heights.
He attended the University of Iowa, from which he received his Bachelors Degree in Political Science and Journalism.
A lifelong Iowan, Alan was born in Fairfield and now resides in Urbandale with his wife, Missy.
He has two sons.

BECKY BISSELL
COUNTY REPRESENTATIVE
Becky joined the ICAP Board of Directors in October 2021. She represents Adams County, where she serves as the county auditor and the Commissioner of Elections.

CHARLOTTE MILLER
UNDERWRITING COORDINATOR
Charlotte began her career as a producer/CSR at an agency in Dallas Center, where she obtained her personal, commercial and life
&
health licenses, as well as her Certified Insurance Service Representative designation (CISR).
After several years in Dallas Center, Charlotte accepted a senior underwriting position at IMT Insurance Company.
She joined the ICAP team as an underwriter in 2003 and later completed her Associate in Underwriting (AU) designation.
Charlotte enjoys Sudoku, jigsaw puzzles and playing her piano. She collects various types of memorabilia, including garments, signs, ornaments, and an IAWL lighted village.
Her favorite vacation spot is the North Carolina side of the Smokey Mountains/Blue Ridge Parkway.
A fun fact about Charlotte: she received a typing award for 83wpm (with no errors!) at her high school graduation. She still has the award with inscription on it today.
