CITY REPRESENTATIVES

JESSICA KINSER, representing the city of MARSHALLTOWN

Jessica has extensive experience working in municipal management and has served as the City Administrator for the City of Marshalltown since 2016. Prior to her role with Marshalltown, she was employed with the City of Clinton.

She has actively managed ICAP policies and claims for nearly 11 years. In addition, she has served on ICAP’s Member Advisory Committee (MAC) for several years. Having managed two disaster claims with ICAP (a tornado in 2018 and the derecho in 2020), Jessica has an understanding of the pool structure, claims-handling procedures and follow-up resources that are available to members.

RANDY STRNAD, Representing the city of MARION

Randy is currently serving his second term on the city council for the City of Marion. With his wife, Margaret, he resides in Marion; they operate an insurance business in the community. He holds many multi-line property and casualty and personal and commercial licenses in the states of Iowa, Minnesota and Arizona. He also holds securities licenses in a number of states.

Randy has a diverse background in insurance and knowledge of underwriting, risk management and community leadership. He understands the ins and outs of the insurance industry and has an understanding of the insurance landscape.

AT-LARGE REPRESENTATIVES

MICHAEL BERGAN, representing HAWC EMPOWERMENT BOARD (incumbent)

Michael has served the ICAP Board of Directors since 2012. A representative of HAWC Parternships for Children, for which he served as the Executive Director from 2005-2017, Michael currently serves as a state representative for House District 55 in the Iowa Legislature.

Prior to his role with HAWC, Michael served on a number of local boards and commissions, including the Winneshiek County Board of Supervisors; the Iowa Early Access Council; the Iowa Empowerment Board; and the Mental Health Developmental Disabilities Commission, among others.
